The mayors continue to worry that such a merger would not result in benefits for their cities and could diminish services they currently receive. Goldsworthy said Memphis and Shelby County should worry about becoming more efficient in the current structure than creating one bigger government.

The greenbelt parking lot was chosen as a test site after Germantown police responded to 19 car break-ins along the Wolf River trails since January.
The two solar-powered cameras sit nearly 20 feet above the ground and are motion activated. Park rangers are able to download the captured images via Wi-Fi. On average the camera snaps 80 to 120 pictures a day.
Beasley said city officials and park rangers have received positive feedback from the community, but added that it's unclear whether the cameras have helped reduce crime at the trails.
'(It's) too early to tell, but all indications are that this measure may be an effective deterrent to the prevention of auto break-ins,' she said. 'We consider any type of security system as a supplement to ranger and Germantown Police Department patrols and a proactive approach to keeping our trails, parks and open space safe.'
Chief park ranger David Halpern said the cameras also have cut down unnecessary traffic at the trails.
'One of the things that rangers have noticed is that delivery trucks, vans and other commercial vehicles that sometimes use the greenway parking lots as lunch-hour napping spots, have stopped this activity with the camera in place,' Halpern said.
